Same thing for me, http://search.maven.org/remotecontent?filepath=org/jolokia/jolokia-war/1.6.0/jolokia-war-unsecured-1.6.0.war returns nothing
But you can find it inside the whole package jolokia-1.6.0-bin

The link in jolokia website is http://search.maven.org/remotecontent?filepath=org/jolokia/jolokia-war/1.6.0/jolokia-war-unsecured-1.6.0.war and doesn't work. The one you just provided is OK.
I nevertheless found the unsecured version in the whole .tar.gz
